It's a 49.4 cc engine shoehorned into a custom frame that resembles a bicycle frame, it gets over 200 miles on one US gallon of fuel, and in many states you need no more than a driver's license to operate it - no insurance, no registration - and it can be taken into the bicycle lane in some cities.
